Changes to Refrigerant Management Requirements Proposed

The Environmental Protection Agency (EPA) has issued a pre-publication Federal Register notice proposing amendments to the refrigerant management requirements under Section 608 of the Clean Air Act. This proposed rule would update the existing requirements under Section 608 that currently apply to ozone-depleting refrigerants, and extend the requirements for some non-ozone depleting refrigerants, such as HFCs. These include safe disposal, service practice, evacuation, and reclamation requirements; a prohibition on venting; recovery equipment certification; refrigerant leak repairs; technician certification; refrigerant sales restrictions; and reclaimer certification. In addition, the EPA proposed an update to the technician certification program, more stringent leak rate thresholds, regular leak inspections, and record keeping requirements for systems with a refrigerant charge less than or equal to 50 lbs. Comments to the EPA are due 60 days from publication of the proposed rule in the Federal Register.
